Without consistent guidelines, libraries may face inconsistent decision-making, interpersonal conflict, and perceptions of unfair or unequal access. In the Gotham Public Library—a fictional, small, rural library in Texas—a community meeting room is regularly used for local gatherings, but no formal written policy exists.
